pkgtools: validate HPA due to latest DM changes to SOL001 v2.5.1

      With the recent DM changes in SDC (https://gerrit.onap.org/r/#/c/84325/), now the DM is updated to SOL001 v2.5.1. We need to adapt to the latest changes for the HPA content validation
