This is related to vnfreq number r146092

In latest version of requirements, the non_mano_artifact_sets is only mandatory if non mano artifacts are included in the package. See https://onap.readthedocs.io/en/latest/submodules/vnfrqts/requirements.git/docs/Chapter9/index.html for details.
