This is related to requirement number r57019.

If the manifest file is missing the pnfd_release_date_time from the metadata section, then running the command as follows passes

oclip --product onap-vtp csar-validate --pnf --csar bugs/no_pnfd_release_date_time.csar

It should fail as this field is mandatory.

Note: The check fails as expected when the command is run with the explicit requirement number i.e.

oclip --product onap-vtp csar-validate-r57019 --pnf --csar bugs/no_pnfd_release_date_time.csar
