A test configuration is needed in VTP for use from SDC to request that VTP create a tar file with OVP results and upload it to OVP.

This task covers the configuration yaml and the test which calls the 2 commands with python script yaml.

Note:  the 'test'  will be invoked from SDC via a button on the SDC onboarding test results page.
