With the cli.sample.gen.enable flag set to true, the resulting sample files cause startup and schema reload performance to suffer. Querying for a list of available commands causes a schema reload which can take up to 20 seconds after sample files are generated. Once the flag is set to false and the sample files are removed, reasonable performance is restored. This manifest itself with timeouts in the VTP controller service when SDC attempts to build a list of available tests to run from the onboarding UI.
