Currently, the zip entries in the csar files created by pkgtools only contains files and empty directory. Though this would not cause a problem for zip/unzip linux application, there might be cases where other applications can not tolerate this kind of behavior.

We need to add zip entries for non-empty directories too in the created csar file just to be safe.
