    Description

      Goal:
      Ubuntu 1604 is already out of support. We need to update Ubuntu to at least 1804 (possibly 2004), and make sure, that Java 11.0.8 is used, due to security/support reasons.

      CoS:

      Ubuntu image used for a refrepo docker container updated to (at least) 1804
      Java version (minor/patch) updated to at least 11.0.8
      Possibly, other components updated, as required by the Ubuntu 1804/2004.
      Newest refrepo self-released.
