Goal:
ONAP CLI shall be able to trigger pm_dictionary validation (standalone validation of a pm_dictionary artefact).

Set of oclip commands is extended with pm-dictionary validation
It is possible to schedule pm-dictionary validation from oclip command line.
Oclip logs are extended to cover pm-dictionary
Validation output sent to stdOut, as well as to the file
Additional oclip tests added to check successful/unsuccessful validation cases
Add Oclip documentation on the new capabilities
