In an effort to drive a consistent code style, the proposal is to adopt black https://black.readthedocs.io/en/stable/, and let it automatically format the code.

This will ensure that all contributions adhere to the same coding conventions, and reduce the liklihood of flake8 errors related to code format that occasionally cause verify and build jobs to fail.

Tasks:

• Update documentation to reflect Black usage
• Add pre-commit hook to trigger black before commit (flake8 can also be added a pre-commit hook as well)
• Update flake8 rules to to be compatible with Black
