As a pod, I want to allow the users to create custom action from the Designer Mode. The users shall click on + New Action on the left-hand side workflow action tab to add a new custom action.

The user shall be prompted with a selection of workflow action creation options and shall select a custom action creation and then will be allowed to set the action name and define the workflow step and components within the action.
