As a pod, I want to allow the users to create workflow action from Default Catalog Action in the Designer Mode. The users shall click on + New Action on the left-hand side workflow action tab to select a new action from Default Catalog

The user shall be prompted with a selection of workflow action creation options and shall select an action from Default Catalog and then will be allowed to set the action name and define the workflow step and components within the action.
