CCSDK Enhancements for 5G OOF SON use case in Jakarta release

This Jira is for following enhancements for the 5G OOF SON use case in Jakarta release. Some of it is carry-over work from Istanbul release. We have O-RAN aligned yang models for SON and Slicing Use case. There is a dependency on RAN-Sim to be updated to use the new yang models. If this is done, then the following tasks are required:

Edit-config from SDN-R to RAN-Sim:

• Use new yang models to send edit-config to RAN.  There is a dependency on RAN-Sim to be updated to use the new yang models. This is now a separate Jira https://jira.onap.org/browse/CCSDK-3544

The following is not part of Jakarta use case

CM Update from RAN-Sim: (Stretch goal)**

• Receive CM VES message (published by VES Collector) over DMaaP and parse VES message.

• Interface to TBDMT to update CM in CPS (instead of Config DB) including new APIs and the new yang models.
