Top level data not returned from NETCONF endpoint via RFC8040 interface

    Description

      OpenDaylight supports 2 styles of RESTCONF interface:

      1. The original implementation, based on internet draft draft-bierman-netconf-restconf-02, with context path starting in /restconf
      2. RFC-8040, with context path starting with /rests

       

      The Bierman API supports retrieving top level information from NETCONF endpoints by referring to the endpoint URL with a trailing /, but the RFC-8040 API does not.  This appears to be a bug in the current OpenDaylight implementation and requires a patch to OpenDaylight.
