Assuming a RAN CM VES message is available on DMaaP, we need make a config update to the primary yang objects in CPS Core DB using DMI/NCMP. We also need NCMP to trigger TBDMT for any update to the second yang objects. This will use the cmHandle created in CPS-1429 Configure CPS DMI/NCMP/TBDMT to initiate RAN configuration for SON Use Case - ONAP JIRA. This task involves development of an ONAP DMI plug-in which will receive the VES event over DMaaP, parse it, and publish a CPS DMI-AVC message to NCMP.

The work done in https://jira.onap.org/browse/CPS-1434 will take this DMI-AVC message and update (persist) the change in CPS. Note: In London release, we expect NCMP to receive and log the DMI-AVC message but the code to update the CPS DB may be deferred.
