Add CSIT test: Delete CM Handle

      The current CSIT tests for inventory cm handle does not include delete cm handle api.

      How?

      • Update cps-model-sync.robot file to place the new test
      • Add jsonDataDelete as a payload of the delete operation and implement the test
      • Get the deleted cm handle to verify if it has been deleted or not
