Update TCA default configuration for CL support

       Policy team has defined the expected CL parameters for demo here - https://wiki.onap.org/display/DW/Policy+R1+Amsterdam+Functional+Test+Cases

      TCA app_preference configuration to be modified to include/match above.

       

      And topic name to be changed to "unauthenticated.TCA_EVENT_OUTPUT" DCAE_CL_OUTPUT (updated as noted on DCAEGEN2-139)
