As a PM subscription designer, I want to delete an inactive subscription that is no longer needed, so that I can remove unnecessary meta-data in ONAP.

Prerequisite

Mechanism to check state of subscription

Acceptance Criteria

GIVEN: A user sends a curl on MR to delete an ACTIVE subscription

WHEN: PMSH receives this inbound event

THEN: subscription is removed from db

AND: Microservice is undeployed
