GIVEN: A new network function has been added to the network that matches the filter

WHEN: PMSH receives an event from A&AI that the NF was added

THEN: check if the new NF instance passes the filter model in the subscription

AND: apply the PM config

GIVEN: A new network function has been added to the network that doesn't match the filter

WHEN: PMSH receives an event from A&AI that the NF was added

THEN: check if the new NF instance passes the filter model in the subscription

AND: no further action
