[PMSH] Support for PM Dictionary

      Introduce support of PM dictionary into PMSH. 

      When creating a subscription, pm dictionary will be queried to validate chosen NFs and Counters

       

      GIVEN: A user is creating a subscription

      WHEN: user tries to deploy the subscription

      THEN: PMSH checks pm dictionary that the subscription is valid
