Update or Remove Java 8

      DCAE must complete update of the Java language (from 8.x -> 11.x)** and remove all unused versions of Java from the following repos/images.

      • dcaemod-designtool
      • dcaemod-nifi-registry
      • dcaemod-genprocessor [NEWLY DISCOVERED 13 June]

      If there is a technical reason for continued use of Java 8, the project must file an exception.
