BBS-Eventprocessor MS uses CBS/Consul for config retrieval (which will be retired in Jakarta release part of DCAE Transformation to helm feauture).

Application can switch to using CBS SDK client library (version 1.8.7 or higher). 

The new CBS SDK client library support config & policy retrieval from configmap/secret and local files (removing dependency on CONSUL & DCAE Platform components)

 Note: This is required for Helm migration work to remove consul dependency.
