Update CBS SDK library to latest version removing consul dependency

    Description

      Under DCAEGEN2-2692 CBS SDK library (both java and python) were updated to resolve configuration from locally mounted config files (from config-map) and ENV instead of retrieving from Consul. 

      As with target DCAE Architecture, consul will no longer be deployed - all DCAE MS should integrate/switch to latest SDK version.

      Components planned in Istanbul release:  VES, HV_VES, TCAgen2, SON-Handler, Heartbeat, SNMPTrap, RESTConf, VESMapper, PMSH, PRH, KPI-MS, DFC

      Components pending to migrated (Jakarata release) : PM-Mapper*,  RESTConf*, DL-Feeder, DL-Admin, DL-DES, Slice-Analysis, BBS-Ep, Holmes

      * - not integrated with client library
