DCAE initialisation failure

      we tried to deploy the onap 1.1 staging and DCAE failed to initialise properly.

      Some of the observations:

      hosts: policy ip is not updated

      config.yaml: tenant name is changed as mentioned in above pastes.

       

      onap_openstack_float.yaml is used for deploying ONAP
