Create oom directories in project repos

      Work with the LF to batch create an 'oom' sub repo.

      Similar to 'docs' directory to contain all of the oom artifacts (Helm charts, configuration data, etc.).  This directory needs to be in a known location to simply management and the Jenkins jobs that will build from these directories.
