The optimizer has 2 distinct components

1. Manager - uses incoming list of elements to be scheduled and user provided constraints to retrieve the following information before invoking the Optimizer
   • Policy information
   • Topology
   • Ticket information for topology (scheduled outages)
2. Optimizer - uses data gathered by the Manager to execute algorithm and provide conflict free schedule(s)
