Error 401 Unauthorized on OOF placement call for HPA

      Working on testing HPA placement.  The POST call of SO to oof is returning with an error.

      maybe there's just some configuration needs to be fixed?

      (i tried changing SO configmap for oof auth from 'test:testpwd' to 'so_test:so_testpwd' - same result either way)
