2 new guard policies are requested for auto scale out:

1) For scale out (future scale in) - a min max value is required to set the limit for number of vnf instances that are running. How much work to create the template and build in the guard policy? How much work to design the PIP that retrieves the current number of VNF instances that are running? Or should that be a value that is provided by calling application (eg Drools)?

2) Simple guard policies that look at a value in A&AI and determine permit/deny. 2 examples: 1) is-closed-loop-disabled=T/F 2) PROV_STATUS=ACTIVE

What is the best way to do this? XACML guard policies? Hard coding the template? Adding guard into the Operational Policy YAML specification?
