Rules should handle existing events when policy YAML is updated

      Currently, when the YAML is updated for a policy, the rules are re-fired, because a new Params object is created.  Need to determine the appropriate way to handle the pre-existing events.  Some options:

      • continue processing the event using the old YAML
      • terminate the event, sending a notification to the effect that the policy has been deleted and/or modified
