It would be better to have a separate model for HPA placement policies rather than hard coding it into the software. Anytime anything changes in the model, then the current decoding artifact has to change which is not sustainable. We will need to re-visit this in Dublin.

We need to come up with a way of decoding and policy building that does not require hard coding each time. We should be able to generate the decoding and policy building using appropriate metadata.
