Remove topic.properties and incorporate into overall properties

      The topic.properties file configures the DMaaP topics for APEX/PAP/PDP-X , all other properties are configured in JSON parameter files.

      The properties in the topic.properties file should be moved into the overall JSON file and the topic.properties file should be removed.
