      As an ONAP Policy Developer, I would like to create an actor for CDS so that I can create operational control loop policies that invoke CDS during runtime control loops.

       

      Requirement:

      Follow the Policy project software development standards for elimination of sonar issues, satisfy all checkstyle requirements, and meet JUnit code coverage >80%.

       

      This is blocked by cleanup of the actor code.
