Merge clamp and policy DBs

      Policy-api and policy-clamp both store TOSCA policy types and policies, but they each have their own data store. These should be merged so that they share the same tables. Perhaps, in the process, we will determine that policy-api is no longer needed, or that part of the clamp BE is no longer needed.
