As an sdc user,

I want the sdc ui to provide information in case the plugin we are trying to load is not available,

so that the user will know regarding the missing capability.

DOD:

1. return all plugins in the plugin request regardless of the plugin state.
2. add a flag to the response so that the ui will know if to load the plugin or not.
3. add a generic screen to display to the user that the designer is currently not available.
4. the screen should be generic and just the plugin name should change.
5. the screen can be shown in the tab or context mode.
6. the screen will be shown in case the flag is returned as unavailable or in case the designer does not load in a predefined time.
7. add configuration for rest request time out.
