Add timeout and connection state to the configuration.

Make sure the UI knows how to handle the new connection state.

The plugin button should always be displayed and only display an error message in case the plugin is offline

DOD:

1. The new configuration options should be read from the file and passed to the UI
2. All the plugins from the configuration should appear in the UI regardless of connectivity
