Optional license in onboarding is always disabled

      In H release, the creation of a VLM was made optional,

      there are 2 radio button : 1 external and 1 internal

      when selecting external, license addition is disabled OK

      but when selecting internal and after selecting the vlm, the drop downs for selecting the license and version are still disabled : NOK
