Add a substitution filter to a base service

Test:

In the composition view of a base service, select the “Substitution Filter” tab

Use the “Add Substitution Filter” button to add a substitution filter specifying a static value for one of the available properties

Verify:

All the properties of the base service are available for selection in the “Add Substitution Filter” modal

The created substitution filter is reflected in the UI and in the generated service template
