The designers configuration needs to be updated to support the option to be opened as a tab in resource context and as a designer in application context.

Each designer will have the following structure in the configuraiton:

DOD:

1. The new designers configuration will be received by the UI and will match the defined designer model.
2. The UI will support the new designers definition
3. All previous flows will not be broken by this change
